Energy-related examination (energy audit) for small- and mid-scale enterprises

Energy-related examination of enterprises shall be done following Federal Law №261 ON ENERGY-SAVING AND INCREASING ENERGY EFFICIENCY, AS WELL AS ON INTRODUCING CHANGES INTO CERTAIN LEGAL ACTS OF RUSSIAN FEDERATION. Energy audit implies evaluation of all the activities at the company that involve expenditures related to fuel, various energies, water, and some energy resources, as well as the efficiency of their use.

For what companies this is an o obligatory audit?

Subject to Federal Law № 261, energy-related examination shall be obligatory for the following types of companies and enterprises:

  • Public bodies and local self-government bodies vested with powers of legal entities;

  • Companies and enterprises whose activities involve government or municipal bodies;

  • Companies and enterprises involved in transportation and/or production of natural gas, water, heat energy, extraction of natural gas, coal, electricity, oil, production of oil products, processing of oil and gas, transportation of oil and oil products;

  • Companies and enterprises involved in regulated activities;

  • Companies and enterprises whose expenditures on energy resources exceed RUR 10 mln per calendar year;

  • Companies and enterprises involved in activities in the area of energy-saving, which are financed, in full or in part, from the public budget of Russian Federation.


Failure to undergo obligatory energy-related examination within due time may result in fines and other penalties.



  • Detection of inefficient energy consumption and unreasonable energy losses,

  • Determining energy efficiency rate,

  • Detecting the potential for energy-saving and improved energy-efficiency,

  • Development of a special comprehensive energy-saving program


Service Technology

The following activities are part of energy-related examination (energy audit):

  • Analysis of systems for power, heat, and water supply, as well as the entire park of the technical equipment of the respective industrial company (facility);

  • Evaluation of the status in the measuring systems and units – energy consumption meters and their compatibility with the respective requirements;

  • Detection of unreasonable losses;

  • Status evaluation in the system for energy consumption regulation, and consumption of energy resources;

  • Checking energy-related balance sheets at the company (facility);

  • Calculation of the respective limits for energy consumption as per the product manufactured or type of work performed;

  • Feasibility analysis for the major energy-saving activities performed at the company.



Based on the results of the evaluation, there shall be an Energy Passport of the enterprise developed, which shall be done following a special form approved by Ministry of Energy (Order № 182, April 19, 2010). Besides, the enterprise shall be provided:

  • Conclusion on the quality of the energy resources supplied, esp. electricity;

  • Recommendations regarding measures to be taken, and technologies to be introduced in terms of energy-saving;

  • Recommendations regarding measures (incl. changes in the current technologies) thus aiming at increased energy-efficiency of the manufactured product;

  • Recommendations regarding substitution of the currently consumed energy resources with other ones (e.g. electricity for heating to be substituted with heat or hot steam).

The outcome of the set of measures developed through the recommendations from such an energy audit may involve reduction of energy-related expenditure by up to 10-15%.
